Public comments are parsed in some places and they are
shown as plain text in others. Always show them as
plain text instead of parse them.

Fix Special:AbuseLog::getUserLinks call

IP addresses have no user id, reusing af_user for them was a complete nonsense.

The IP is currently displayed as plain text. Add instead userLinks in
the usual way to provide some handy links for CUs.
