refactor(core): ♻️ do not use Skin::makeSpecialUrl 
Skin::makeSpecialUrl is deprecated in MW 1.43.
Since the replacement method SkinComponentUtils is not avaliable in 1.39,
we are using SpecialPage::getTitleFor for now until we move onto 1.43.
