feat(core): tweak drawer open transition 
Instead of using translate which can look jarring especially in large menus,
we use a combination of scale and opacity to achieve smoother effect while
saving more on performance.

fix: lower header z-index to 4 
The original z-index is way too high (10) and would overlap dialogs.
It should be set to 4 (same as Vector 2022) to ensure compatiblity with OOUI elements.

feat: remove overflow-x hidden from body,html (#267) 
Removing this is necessary so that position sticky can be used on the page.

Reference: https://stackoverflow.com/a/47745433

This was presumably added because of the skin having some errant elements at
some point. The only case I can find of this is .catlinks and #p-namespaces
in an earlier patch, but their layout has since been changed.
