feat(components): rewrite template data partials into CitizenComponent components (#846) 
- Refactor existing template data-related partials into CitizenComponent components
- Re-implement user menu header as UserInfo
- Add description text for anon and temp user in UserMenu

feat(VisualEditor): ✨ update VisualEditor styles 
Redo VE styles for 1.39 properly by going through the source code.
Since VE is massive and complex, this might not cover all the use cases but
it should be better than the implementation before.
